מטרת הקורס הינה לעניק תשתית תיאורטית ומעשית במדיניות חופית וימית על ידי לימוד מושגי יסוד של התחום. קודם, הסטודנטים ייחשפו למידע על תהליכים פיזיים חופים (תהליכים גיאומורפולוגיים, השלכות שינוי האקלים ועוד), מגמות שימושי חוף וים נוכחיות ועתידיות, פיתוח נמלי ים וסוגיות של התחדשות עירונית לאורך החוף. לאחר מכן, הסטודנטים ילמדו על השיטות המקובלות לתכנון וניהול משאבי חוף וים כגון ניהול משולב של אזורי חוף, ניהול ימי על פי צורכי אקוססטימות, ותכנון מרחבי ימי. הקורס יכלול היכרות עם כלים רגולטוריים לניהול אזורי חוף וים ומה שמאפיין את התכנון של הסביבה החופית והימית לעומת תכנון ביבשת. החלק האחרון של קורס יורכב מסקירה וניתוח החוקים הרלוונטים לניהול החופי והימי בישראל וכמו כן את המסגרות הבין-לאומיות המשפעיות באזורינו כגון: הסכמים בחסות האומות המאוחדות (למשל אמנת ברצלונה) ושל האיחוד האירופאי (כגון הMarine Strategy Framework Directive). בנוגע לישראל, הסטודנטים יילמדו את המדיניות והחקיקה העיקריות החלות על הסביבה החופית והימית, כגון: תמ"א 13, מסמך מדיניות מימי חופין (1999) והחוק לשמירה על הסביבה החופית- 2004.
The goal of the course is to provide students with a theoretical and practical foundation in coastal and marine policy by teaching the basic concepts of the field. Students learn about physical coastal process (e.g., geo-morphological processes, impacts of climate change, etc.), future and present coastal and marine use trends, issues in port development and coastal hazards. Lectures cover the accepted methods for the planning and management of marine and coastal resources such as integrated coastal zone management, marine ecosystem based management and marine spatial planning. The last part of the course acquaints students with tools for management of coastal and marine areas. The course will include a survey of international frameworks of influence for the Levant marine/coastal region such as: UN sponsored agreements (e.g., the Barcelona Convention) and EU policies (e.g., the Marine Strategy Framework Directive). The course also covers the main Israeli policies, plans, laws and regulations pertaining to planning and management of the land-sea interface including: NOS 13; Coastal Water Policy Paper (1999); and the Law for the Protection of the Coastal Environment of 2004.
